This paper aims to both contribute to and stimulate the discussion on electoral reform from the perspective of minority communities. Drawing on ECMI Kosovo’s well-established cooperation and consultations with representatives of minority communities, and based on the legal framework in force in Kosovo, this discussion paper maintains that any reform in the electoral system must continue to guarantee the rights of minority communities and ensure their meaningful participation in the political process.
