The Manuals for Municipal and School PRTANs were drafted in cooperation with UNICEF and the Ministry of Education, Science and Technology (MEST) within the framework of the joint education programme “Enhancing Access to and Retention in Education for Vulnerable and Disadvantaged Children”. The Manuals serve to support the implementation of the Administrative Instruction (AI) 19/2012 which foresees the establishment and functionalization of PRTANs in each municipality and school in Kosovo. The concrete mechanisms and tools entailed in the Manuals help the teams to exercise their role and mandate in prevention, response and treatment of drop-out and non-enrolment in education and thus contribute to the overarching aim to ensure equity in education for all. Finally, the Early Warning System (EWS), the key part of the tools, has been integrated as an additional module within the Education Management Information System (EMIS) at central level. Hence, this report addresses the institutions within the government that assist with repatriation at both local and central levels, as well as policy instruments adopted, such as the Strategy for the Reintegration of Repatriated Persons, the Action Plan on the Implementation of the Strategy for Reintegration of Repatriated Persons and the Regulation on Management of the Programme.
